Smail3.1 can also be told how many RCPT's it can send to in one batch.
Since the specs only call for a minimum of 100, I usually set it to 100 (to
prevent blowing someone's mind on the other end with something they can't
handle).

If you send through a 400-person mailing list, it will generate 4 copies of
the message in this case, each with 100 addresses in it.
