Specifications:
 1) digitize and store about 40 hours of VHS video/sound from a VCR source
 2) allow the editing and creating an edited segment from the stored video
    and sound.
 3) add computer generated text, sound ggraphics, and animations
 4) playback on computer monitor or record back to VHS vcr
 5) computer control playback on the computer monitor for the purpose
    of branching to various segments depending on audience response

Questions:
 1) What hardware would be suitable for to meet specs including the
    storage requirements?   Can this
    be accomplished on a 386 AT bus computer? 
 2) What software?  (I've seen MACROMIND Director and Studio, but
    that is only available for the MAC)
 3) What kind of budget is needed?
