TCP/IP can be found at any large archive site that keeps the BSD updates. At 
least the should be at uunet.uu.net. They are also included in Steve Deering's
Multicast IP implementation which you need for running VMTP under UNIX. Both
VMTP and MIP can be collected from gregorio.stanford.edu. There is a mailing
list for vmtp-ip, send messages to vmtp-ip-request@gregorio.stanford.edu.
