The DCC is the first 3 digits of the 4-digit DNIC. Each contry's Administration ((i.e. voting CCITT member) is then responsible for the assignment of the last digit. In some cases a country has more than 10 data networks, so the Administration has to go to the CCITT for additional DCC. Some DNICs are allocated by the CCITT. They are for instance, the maritime packet networks (DNIC=1111 covers the Atlantic Ocean, 1112 the Pacific). Hope that helps. ....Erik.
