Becuase windows are frequenty smaller than the size of a screen, and Menu's
are frequently the full width of the screen.  i don't know about you, but if i
resize a window to a smaller size, i don't want to have to resize it larger
just to get to a menu.  I *LIKE* them in the screen title bar.
