I had the same problem, the solution is to buy a paradise 1024 card or clone. I bought this card and I now have 640*480*256 on a IBM VGA monitor using standard frequency. The reason most cards use a different frequency is to get rid of the flicker at 640*480. VGA uses 60Hz for 480 line modes and 70Hz for 350 and 400 line modes. 70Hz is better than 60Hz and the card manafacture assumed that if you bought a super VGA card(640*480*256 is a super VGA mode) that you would buy a better monitor. BUY a good card that supports 640* 480*256 in standard VGA. The Paradise card does this. If you have any questions just ask, I have information on about 50 cards.
