I am looking for the latest version of the Mac System and Finder that will
run on a Mac 512K w/400K floppies only.

Does anyone know what is the latest version that will boot up on a 512?

Does anyone know how I can get them?

Can you please send them to me - Binhexed or something such that I can fit
them both on a 400K floppy?
