Does anyone know of a public domain dial-back program for Unix?

I'm very tired of photocopying my phone bill every month for our Finance
Administrator.  Ideally, I'd like to be able to dial into a host from
home and simply tell it to call me back, reversing the charges.
Anyone ever heard of something like this?  I'll be grateful for any 
information!
