It's a slave server that keeps local copies of desired articles, and periodically updates its master list of what is out there. I think it comes from someone inside DEC, and actually is a DECnotes/Usenet gateway. I don't know a great deal about it, except that someone on NEARnet was using it and I helped Dan Long figure out why the machine was getting hammered. We told them they couldn't use that command when connecting to nic.near.net. If you want more details, long@nic.near.net can give you a pointer to the host that is/was running it, I believe. /r$
