Hi,
In your message, you mentioned that you have not received a
set of proposed regulations from DO.T., although
the comment period is now over.
This illustrates a disturbing trend which has been reported
by many, that federal agencies are not giving
out these regs in special media.
The comment periods should be extended if this happens, and
I think in theory, the regs might have to be proposed
again, and authorized again, let's say if somebody
files a lawsuit against one of these agencies for not
providing matter in media readable by the comment
due date, which I guess would make the message hit
home.
