One example is warhead "down- loading," or loading a missile with (and counting it as having) fewer war- heads than it is capable of. The Soviets have the most to lose from such a provision, as they have tested the SS-18 at 14 RV releases. Also, their SS-N-18 Mod 1 is credited as only carrying 3 RVs. However, recent U.S. announcements that the newest Trident II SSBNs (armed with the D-5 missile) will carry less than their full loadout of 192 warheads -- due to the Rocky Flats shutdown -- could give the U.S. cause to consider downloading. Of course, then verification becomes an even bigger problem, requiring intrusive RV-On Site Inspections to confirm no abrogations have occurred. Some of the other difficulties include encryption of telemetry from bal- listic missile tests, inspection rights at mobile missile production facilities (recent difficulties in implementing the INF Treaty's provisions at the Votkinsk plant exacerbate these concerns), and bomber attributions. This last point is another case of Soviet waffling, with the Soviets changing their mind on previously-agreed upon memoranda. All of these points come from the open literature -- primarily the 1990 "Soviet Military Power" from the DoD, past issues of "Arms Control Today," published by the Arms Control Association, and some newspaper articles. I submit that we should use the temporary closings of our bases there as an oppertunity to disengage with them. We should shut down the bases, taking everything which can be moved, and destroying everything which cannot (including runways and moorings). We should reduce our foreign aid to them to the levels of most other countries (I think they are now in the top 5 recipents). This is an action long overdue. We have been pushed to extremes in order to please that country. From the massive bribes in the form of financial aid, to supporting an unqualified housewife as leader with military and political force, to having to deal with the Marcos', to tolerating their hostile attitude to the hand that has feed them so well for so long. This country has a tradition of assisting nations afflicted by natural disaster, both friend and foe. We should provide full assistance to help them recover from the current disaster. But there is no case for continuing to operate our bases there. They have been ungratefull and beligerant. They now demand even more money, in terms of rent and foreign aid, for the privildge of hosting the single greatest economic boon in that country. Enough is enough. Why should we continue to tolerate this? Their politicians complain of undue US influence. We are accused of colonizing them, of treating them poorly. So many other places would be gratefull for such poor treatment. The Phillipines want the US out; I say we give them what they want. We could build a modern, downsized base in several different locations nearby. Even if they don't provide all of the strategic military benefits, the difference will be slight enough to gain the political and economic savings. Besides, it may be enough to simply start in that directrion. Once the Phillipines see we are serious about leaving, they may reconsider. Then again they may not. Either way, we are better off. Our WWII and SE Asia experiences, plus the Sov base at Vlad., plus our need to protect Japan have tied our hands here. Now, in these new times, lets take advantage of the window of oppertunity and free ourselves of the Phillipines. There was a time when the Phillipines were gratefull to the US. Until the Secretary of State can receive the same welcome Baker did in Albania, I agree with the Philipino leftests; US out of Phillipines. For that purpose, the Foundation sponsors the organization of conferences for young people from 18 to 30 years of age. These conferences are held in a different country each time and bring together young people who demonstrate leadership qualities in various fields of endeavor, particularly in those concerning the major problems facing us today. The committee thus constituted is responsible, jointly with the Foundation staff for the organization and content of the conferences. BIOGRAPHICAL NOTES ON MRS. JEANNE SAUVE Very active in various youth movements, since 1942 including the World Assembly of Youth, Mrs. Sauve founded the Foundation, des Mouvements de Jeunesse du Quebec and became Assistant to the Director of the Youth Department of UNESCO in Paris in 1951. On returning to Canada, she embarked on a career in journalism lasting almost 20 years, which awakened her interest in public affairs. She ultimately held different positions in that field, including that of the President of the Institut canadien des affaires publiques. In 1972, Mrs. Sauve was elected a Member of Parliament. Successively Minister of State for Science and Technology, Minister of the Environment, Minister of Communications and Minister responsible for French-speaking countries in the Department of External Affairs, in 1980 she was elected Speaker of the House of Commons. In 1984, she was appointed the 23rd Governor General of Canada, a position she held until 1990. Since then, Mrs. Sauve has devoted her energies to the foundation named in her honour. Most importantly, the young leaders must be nurtured if they are to succeed us.S Jeanne Sauve PARTICIPANTS IN THE FOUNDATIONUS CONFERENCES The conferences of the Jeanne Sauve Foundation are intended for young men and women between the ages of 18 and 30 inclusive. These young people will come from many countries and many different backgrounds: the worlds of business and education, the performing and liberal arts sector, as well as the sports or agricultural fields. They are typified mainly by their strong interest in the major problems of the world; they are eager to understand them and wish to contribute to their solution. They are recognized, too, for their initiative and sense of responsibility in their respective milieux and in their respective spheres of activity. In a word, these are young leaders who, by exchanging views with young people of other cultures, stimulate their own outlooks and plans of action. THE TYPE OF PARTICIPATION BY YOUNG PEOPLE IN THE FOUNDATIONUS CONFERENCES Young leaders, the participants in the conferences of the Foundation, express their own opinions as well as those of their colleagues. They do not attend the FoundationUs conferences to present the official viewpoints of organizations of all types (political parties, religious movements, etc.) but to offer their personal contribution. By way of the international committee which they create by electing their own representatives, these young people are also responsible, together with the Foundation staff, for the content and organization of the conferences. In fact, it is this committee which determines conference agendas, which chooses the subjects to be studied and the procedures to be followed to accomplish this. It is also this committee which supervises the preparations and the holding of the conferences, for which the Foundation undertakes the follow-up. In managing the many aspects of the conferences, the committee can rely on the constant support of the permanent secretariat of the Foundation from all points of view. AN INTERNATIONAL NETWORK Originating from many countries and from all continents, participants in the FoundationUs conferences thereby have an outstanding opportunity to establish and cultivate an international network of contacts, with a potential for cooperation which is necessary more than ever. This network, to be created at the first international conference of the Foundation, will also be capable of expansion as each new conference will accommodate a good number of new participants who will take over from their predecessors. Once established, this network must perpetuate itself as far as possible. For that purpose, some specific activities must be developed. Whether this takes the form of a newsletter or any other relevant initiative, the Foundation will contribute its financial and logistics support to the follow-up mechanism considered most appropriate. 3) The FoundationUs First International Conference 1992 The first international conference of the Jeanne Sauve Youth Foundation will be held in 1992. Being a Canadian initiative, the Foundation will hold its first conference in Canada, specifically Montreal, Quebec. 1992 marks the 350th anniversary of the foundation of Montreal, as well as the 125th anniversary of Canada and the 500th anniversary of the meeting of two worlds in North America. In 1992, Montreal will thus be the site of many different celebrations, of one which will be the launch of the FoundationUs international activities. REPRESENATIVE PARTICIPATION BY WORLD YOUTH Starting with its first international conference, the Foundation plans to bring together the largest possible number of participants. These participants will come from at least 25 countries and from all continents and will thus be representative of a large number of cultures, both western and eastern, and from both the north and the south. Ranging in age from 18 to 30, these participants will come from different backgrounds: some will still be studying while others will already be in the labour force. All, however, will have various areas of interest likely to enrich the exchange of views during the conference. PREPARING THE FOUNDATIONUS FIRST INTERNATIONAL CONFERENCE In order to properly prepare its first international conference, the Foundation has undertaken different consultations in Canada and elsewhere in the world. It is continuing to do so in 1990 and is organizing a workshop during the year. Involving various resource people who have generously agreed to place their experience at the disposal of the Foundation, this workshop is designed mainly to define certain parameters for the Foundation's activities, including the selection of criteria for participants. THE FOUNDATIONUS FIRST INTERNATIONAL CONFERENCE The content of the first international conference will be established by the committee of young leaders which will take responsibility for it, together with the permanent secretariat of the Foundation. The choice of activities, their planning, in short the entire concrete organization of this first conference will also be the responsibility of the organizing committee, which can rely on the support of the Foundation in all respects. This first international conference will enable the participants to choose those of their number to make up the committee responsible for preparing the next conference. As soon as possible, the program of this first of the FoundationUs international conferences will be published, a the same time as various other relevant documents. 4) Legal and Administrative Status LEGAL STATUS The Jeanne Sauve Youth Foundation is a nonprofit organization incorporated under Part II of the Canada Corporations Act. The Foundation obtained its Letters Patent on July 28, 1988. According to the regulations governing its operations, the Foundations principal objective is to establish a permanent international forum for young leaders from all the countries of the world. THE STRUCTURES OF THE FOUNDATION The foundation has a single honorary member: the Right Honourable Jeanne Sauve, P.C., C.C., C.M.M., C.D. The FoundationUs operations are managed by an independent Board of Directors consisting of important personalities including representatives of the largest private and public contributors. The foundationUs daily affairs are handled by a permanent secretariat under the responsibility of a Director General. The organization of conferences is entrusted to an international committee of young leaders, working with the staff of the permanent secretariat. The Foundation can also create various administrative or consultative committees. FINANCIAL RESOURCES The Jeanne Sauve Youth Foundation has an endowment fund at its disposal thanks to the generosity for different doors. Thus, $5 million were remitted to the Foundation by the government of Canada by the government of Canada, $2 million by that of Ontario, and $1.5 million by that of Quebec. Furthermore, private companies and individuals have made valuable contributions to the Foundation. The Foundation hopes to gather other contributions and thus put together an endowment enabling it to fully exercise its activities and to guarantee its long term survival. Investment income from these endowment is used to finance the permanent secretariat of the Foundation and the organization of its conferences. In common with the Foundation itself, the Board of Directors is the apolitical and nonpartisan body. 5) Donations and Investments DONORS AND THEIR CONTRIBUTIONS Any individual or corporation, who wishes, may make a donation to the Jeanne Sauve Youth Foundation. Whether originating in Canada or abroad, contributions to the Foundation may take the form of money or, when appropriate, of goods or services. The governments of Canada, Ontario and Quebec, as well as various companies and individuals, have already given the Foundation major support. As a result, the Foundation now has an endowment fund at its disposal. The Foundaiton hopes to receive new contributions on a regular basis and thereby maintain, and if possible enhance the value of its endowment fund. In the long term, this will enable the Foundaiton to contribute to provide its services to young people of all the countries of the world. Individuals or corporations who wish to make a financial or other contribution to the Foundation are requested to contact the secretariat. RECEIPTS AND LETTERS OF INSTRUCTION In return for the donations it receives, the Jeanne Sauve Youth Foundaiton is legally empowered to issue receipts authorizing the tax deductions allowed by law. The Foundaiton issues such receipts automatically for all contributions of $100 or more. For those under $100, receipts are issued upon request. In the case of particularly substantial cash donations, donors can request that the Foundation retain the sums remitted for a period of at least ten years. The Foundaiton views this procedure favorably as it enables the Foundation to improve its endowment fund and thereby guarantee that the donorUs contribution will have the long lasting effect desired. The Foundaiton then issues a receipt specifically stating the donorUs wish. Individuals or corporations wishing to avail themselves of this possibility can obtain a model letter of instruction from the Foundation's secretariat that stipulates the condition attached to the gift, in accordance with relevant legal requirements. THE INVESTMENT POLICY OF THE FOUNDATION The Jeanne Sauve Youth Foundation intends to pursue its work on a continuing basis. For that purpose, it has adopted an investment policy based on two objectives: security and the best possible yield from investments. Concerned with securing its long-term future, the Foundation lives only on the interest from its investments. The maturity dates of these investments are calculated in order that the FoundationUs cash requirements are covered by the interest produced, without there being any need to touch even the smallest portion of the endowment fund. Moreover, the Foundation endeavors, as far as possible, not to use all of the annual interest from which it benefits. At the end of the fiscal year, the possible surplus interest can thus be reinvested in the endowment fund. In this way, the effects of inflation are at least partially offset, which enables the Foundaiton to retain a relatively constant financial capacity to the greater benefit of the young people that represent its raison dUetre. THE INVESTMENT COMMETTEE OF THE FOUNDATION The Jeanne Sauve Youth Foundation administers its endowment fund with rigor and profitability in mind. Indeed it is the quality of this administration that proves adequate financing for the conferences and the other activities which the Foundation organizes to benefit the largest possible number of young leaders throughout the world. From this point of view, the FoundationUs investment management is of the highest importance. The ultimate guarantor of the Foundation's sound management, the Board of Directors is assisted in its task by a committee of experts specifically responsible for investment management: the Investment Committee. Who botched that bomb? - 22nd Int. Conference on Combustion and Reaction Kinetics, Karlsruhe, Germany From 2.-5. July 1991 the 22nd International Conference on Combustion and Reaction Kinetics will take place here in Karlsruhe, Germnay. It is organized by the Fraunhofer Institute for Chemical Technology, Karlsruhe. The innocent sounding names are misleading. Both the conference and the organizing institute are nearly completely engaged in military research. The main topic is how to build ''new'' and ''better'' bombs (for peace-keeping, of course). The Karlsruhe Peace Movement protests against this conference. We strongly object any arms research (here and anywhere else). Especially at the present time of disarmament such a superfluous conference appears totally out of place. We urge all researchers to object any participation in arms research projects. An additional cynical aspect of this year's conference is the large number of participants and speakers from China. A really strange way to commemorate the victims of Tienanmen Square (square of heavenly peace!). Can it be that people who research and deal in death just don't care? Those who happen to be near Karlsruhe are welcome to join our peace rally against the conference. We meet on Tuesday, 2nd July, 6 p.m. in front of the Karlsruhe Conference Center.
