tm retry limit raised
The limit on magtape retries was set ridiculously low in V7;  it has
been raised from 2 (!) to 20.  Further investigation of magtape error
handling may be in order;  at least one special mod to this stuff was
made at CSRG as the result of experience with brand-X drives.

The limit increase is in /newunix but not yet in the main /unix.
