minor mail(1) fixes
Several minor fixes to the mail program.  Now creates a protected
tempfile (owned by the user so it can be accessed again after mail
relinquishes setuid root permission) and does not have a default for
the 'w' command (so you cannot stomp your mbox by mistake).  Also
internal cleanup:  no longer knows the maximum number of signals.
