no-rewind magtape devices
There now are /dev entries for the magtape that, when used instead
of the usual one, prevent the tape from rewinding when closed.  For
cooked magtape they are mt4 and nmt0;  for raw, rmt4 and nrmt0.
(Two names apiece because the n- names are easier for humans but
some programs want just a digit to specify a tape unit.)
