process-per-user limit fix
Now running a unix with the processes-per-user limit (which exists
mostly as a runaway-process catcher) enforced on a process-group
rather than uid basis (i.e., same user logged in at two terminals
does not have all processes lumped under one limit).  This change
was made earlier but vanished as a side effect of the withdrawal of
the arglist-bdwrite mod.
