passwd.new, group.new
/etc/passwd.new and /etc/group.new are the passwd and group files as
they will be after V7 cutover.  They are not installed as the passwd
and the group yet because existing V7 files have ownerships matching
the kludged-up current passwd and group and it's too much trouble to
convert them.
