nroff mods
Minor mods have been made to nroff to handle french (etc) accents
reasonably.  \Ge means "e grave";  \A and \C similarly refer to
acute and circumflex accents, and the following character can be
anything (although \G% clearly is not very meaningful).  Also, four
bonafide new characters have been added:  \(cc \(CC \(ea \(EA are
small and cap c-cedilla and small and cap e-acute respectively.
Also, \(cf is another name for ^ (added mostly for internal use).
The new characters have not filtered out to all terminal tables yet.
