Uucp cannot handle multiple-hop requests; there are kludges to allow
mail to work that way.  The easiest solution would be for someone to
write a simple program that would read mail messages of the form

	Subject: FTP

	filename...

and mail back the requested files from /usr/spool/uucp/ftp/*.  Then a
mail alias could be set up at some friendly site that runs Berkeley's
delivermail, so that messages mailed to it would actually invoke this
program.
