sccs question

I'd like to know if the man page/user manual for sccs is(are) in
the public domain, and if so, whether I can obtain copies. In other
words, If I wanted to implement a non-PWB version, so everyone
could use it, how could I make sure that it was compatible with
PWB sccs?
