I knew someone at a VAX-11/750 Beta test site that was having lots of
similar problems.  DEC came in and (1) pulled every board in the machine,
(2) applied a vacuum cleaner to the backplane, (3) cleaned the contacts
of every board with some freon based cleaner, and (4) plugged all the
boards back in again.  The problems went away.
