I like Paul Lustgartens proposal (?) of subcategories.
I would work it similar to the Mercury information
dissemination service we have here at the labs.
I.E.
Newsgroups			Receives
net.auto.ALL			net.auto, net.auto.*
net.auto			net.auto
net.auto.vwrabbit		net.auto.vwrabbit
net.auto,net.auto.vwrabbit	net.auto, net.auto.vwrabbit
 
So you would have to be enrolled in the "general category"
in order to receive general info.
