user numbers
watmath is the University of Waterloo, where there is a high student
population using the VAX.  This means that each term, as students come
and go, user numbers must be re-assigned to new students.  Some programs
don't expect user numbers to get too high, so just increasing them is no
good.  The new news program should not be based on numbers but rather on
names, hashed in some way.  Better would be a file like .msgsrc for news,
with a last read number for each user, of course.
