routing algorithm
As a new reader on eiss, I've noticed all our mail arrives via
npois even though many articles may have been routed through
other machines we're connected to - for example:
	npois!harpo!mhtsa!eagle!ihnss!ucbvax
where we also have a direct link to eagle.  Is this an error,
deficiency, or oversight?
