magtape fixed
The problem turned out to be not in the magtape drive/controller at all.
As all of us should have suspected sooner when nothing worked and everything
behaved in the most bizarre fashion possible, the problem was in the power
supply.  There was a 2-volt ripple in the +5V!  The expander box has two
+5 supplies, each husky enough to supply the whole of our current load, and
Wern managed to shift the plugs so the good one is running it all.  Sometime
in the future we will rip apart the expander box and fix the bad supply.  For
the moment, we're running again.  I have turned the backup messages back on.
