No.  Sites might not want to carry pers because they don't want or can't
afford recreational use of their computer.  (I still haven't heard from
any site that would actually use this.)  Sites that are afraid of lawsuits
would be able to freely get net, pers, fa, and pfa with no problems,
since anything of questionable content/taste (such as net.jokes.q) would
not be allowed on those four "official" newsgroup classes.

These are intended as guidelines, not officially enforced censorship
standards.
