Under orders from Congress, Amtrak will resume a service that has been a political football of West Virginia's Congressional delegation for most of the 11 years the line has been operating. The Cardinal was cut Sept.30 because of budget reductions and because the number of riders did not meet the minimum criteria set by Congress. But its passenger load has been improving, along with other Amtrak trains. The machinery to get the service going again was started Wednesday when President Regan signed the the transportation appropriations bill, which orders Amtrak to restart the train. The route runs from Chicago across Indiana to Cincinnati, then through northeastern Kentucky and central West Virginia before turning northeast to Washington. Amtrak said service would be extended to New York with a coach and sleeper, which would be attached to another train in Washington.
