News site contact name


Okay I admit I hadn't realized sites were running news unblessed by
anyone with the magic password (doesn't that restrict how many people
use it?  do you keep the binaries in /usr/joe?).  So perhaps we can't
standardize a contact name.  It's still an excellent idea to have
a person at each site who is known as the news manager.

Presumably this will all come out when the USENET map is published,
and shouldn't get too far out of date.
