If the file doesn't have read status for at least the group, it fails,
even if it is owned by the person who's trying to do the submit?
Example: foo.bar has -rw------- status and is owned by me. I try
to do: inews -u foo.bar -n net.movies -t "blah" and it
complains: inews: Cannot open foo.bar (r). 

Gross problem.
