staging a coup is generally regarded as an unfriendly act.  In general,
a country has jurisdiction over acts which take place within its borders; witness the
"pirate" radio stations and the gambling cruise ships that operate outside
of territorial waters.  The offense against Canadian law is probably
in "importing" such material.  I trust the system administrator at watmath
