Yes, TEX does run under VMS.  We have it running on a few of our VAXes.
I cant compare it with SCRIBE, but it does put out some nifty output.
I dont know if we can easily give it away, but will check with the folks
who make those decisions if you cant get it more easily from a VAX which
is directly on the net.
