    unless some briliant MIT student with a lot of time on
    his hands decides to power-code a TCP/IP implementation 
    for the ITS machines....

It is pretty clear that all the ITS machines will go off the ARPAnet
when TCP/IP is implemented, as we are not interested in investing any
time in developing new network software for those machines.
