habeas corpus
Welp, I took out the ol' notes (blew the dust off) and the
encyclopedia and checked up upon our old friend.  In 1861,
Lincolm did suspend the writ of habeas corpus, but it was
contested by Supreme Court Justice Taney -- Lincoln maintained
the suspension nonetheless.  It resulted in popular feeling
that Congressional consent is needed to suspend the writ,
but it *IS* possible (today) to suspend it.
