In 1861, Lincolm did suspend the writ of habeas corpus, but it was contested by Supreme Court Justice Taney -- Lincoln maintained the suspension nonetheless. It resulted in popular feeling that Congressional consent is needed to suspend the writ, but it *IS* possible (today) to suspend it.
