Scott's idea sounds pretty good.  It shouldn't be hard to add a field
to the Version B format called 'Group-Description:'; the contents of
it could be requested when a new group was created, and the field could
be rebroadcast to other sites when such a field was found in the in-'
coming message.  Earlier, I proposed a scheme to add other info to
be associated with newsgroups; my fields (most notably a submission
command, which would be 'mail ucbvax!group' for fa. groups) could also
be propogated this way.  Alternatively, a control message could be
generated at the same time as the news item is entered; this could b
a separate signal to add a comment field.
