uucp speedup
Installed the uucp subdirectory code invented by Tom Truscott at Duke
to speed up network traffic handling.  Since we started relaying news
to utcsrgv and slinac, we need it.  It seems to work and is performing
very nicely.  nroff -ms /usr/src/cmd/uucp/subdir/README for a (rather
technical) explanation of what it is and how it works.
