The suggestion that phones should be disabled while the system is down
(for any reason, in fact) is not a bad one;  trouble is, the only way
to do it is to physically flip the switches on the phones, and past
experience at CSRG (where this was done for a while) is that it's much
too easy to forget to turn them on again.
