who has news...
Having "who" etc. subscribe to no newsgroups would reduce the problem
of spurious messages when it is used;  a more general solution is in
fact needed (and it might then be relevant to "who") because accounts
for network communications must be, as far as possible, free of ALL
spurious chatter on login.  This is in the works.
