1750 fix
The code in format's 1750 filter that sets the page length to 0 has
been removed;  it does not work and (as near as we can tell) never
has worked.  Why it took so long for this to become apparent is a
mystery.  Instead, the filter now resets the terminal before it starts;
this should cure the half-line-motion problems (I have no way of testing
it at the moment, since all the 1750's are behind locked doors).
