I must disagree with Mel on one point -- if someone wants to
start a group, he/she shouldn't (in my opinion) submit something
to THAT group right away; this probably will cause excess dead
groups (from name changes, and also possibly the user will find
that no one was interested) which is what we're trying to stop
(I am NOT disagreeing with the newsgroup system nor saying that
groups for specfifc topics are bad but groups just lying around
because someone started them before checking to see if there was
any interest pile up)
