they were automatically printed when you read a newsgroup for the
first time.  Then it could ask you if you were interested.  If you
weren't, it could then add to your options line in .newsrc so that
you wouldn't get it.  This might also help reduce the number of lines
in the .newsrc, since several of the ones in mine are ones for which
I have no interest.  I sometimes forget to remove them, and now, with
60+ lines in it, it is a hassle to deal with.
