I don't think this groups is called for.  Such issues should be handled
by automated processes, such as the ctl messages coming out in the next
release of B news.  (or a net.adm group, but I prefer a net.msg.ctl for this)
I already maintain such a file on my site, called /etc/newsgroups
ctl messages could be set up to update this, as long as the description was
kept short.
