Well, actually, such things already exist in many areas.
They certainly exist by site and by company.  here we have set of
wat. groups distributed among all campus sites, and we will be setting
up ont. groups for sites in ontario.  I know there are btl. groups as
well.  I don't think we want them forwarded out of your local state though.
As far as the Arctic Circle is concerned, (although no doubt you said it
in jest) Waterloo's latitude of 43 degrees puts it on the same level
as many USA sites, and even south of a few, I suspect.  And yes, we get
all the American TV networks, in addition to all our own..
