The $125 fix mentioned by amicus solves the symptoms, not the cause.  I
have a 75 Rabbit and had the valve seals replaced for $130. To solve the
problem permanently you have to get a valve job which costs on the order
of $500, otherwise the oil burning will start to reappear in another
10,000 miles.  I have no idea which the recall will pay for but my guess
is the cheaper fix!
