backup organization
The backup software has finally been altered to reflect the reorganization
of the long-term backup tapes that took place some weeks ago.  The backup
system is now as follows:

	- Dailies are unchanged.
	- Weeklies run the same rotating cycle of 5 tape sets (still marked
		12-16, someday I'll rationalize the numbering) as before.
	- Every four weeks the ZOO tapes of the current tape set are kicked
		up to the second shelf as archive tapes, labelled by their
		date.
	- Every six months the rest of the tapes in the current set accompany
		the ZOO tapes into the archives, to provide long-range backups
		of the system areas.
	- Tapes moved into the archives are replaced by new tapes.  Old backup
		tapes are never reused.  We may periodically release old
		archive tapes to the "used tapes" bin.

The messages put out by the full-backup program have changed slightly to
reflect all this.  Also, people doing backups should read the file
/backup/relabelling for a couple of minor notes on tape shuffling.
