minor uucp bug fix
Fixed a bug in the innards of uucp (specifically, uucico) which seems
to have been harmless by accident on the PDP11:  a check for a pointer
being past the end of a table had an off-by-one error.  Written up in
netnews a little while ago, I just got around to installing it.  Ghod
only knows why it didn't do horrible things long ago.
