Mark,  I disagree that "a little effort on the part of the people
who want ug is worthwhile."  The problem is not one of creating and
propogating ug.groups, *it is the problem of creating ANY.groups
that don't already exist.*   A major thing that makes netnews
easy to use, is the fact that anyone can create a new newsgroup
that goes everywhere.  It is real easy to ignore the FEW newsgroups
you want to ignore by name.  But propogating groups with new rootnames
is gonna be a major hassle with netnews in its current state.  If this
problem is not addressed, THE UNDERGROUND (that's us) is going to have
to respond by creating net.ug.groups.
