cu, talk changes
Several enhancements have been made to cu;  they should eliminate most
of the assorted hassles we've had with it.  The two prominent ones are
two new types of cu special command:

	~@nnn	changes line speed to nnn baud
	~...	disconnects without hanging up line

Given these two mods, the old -d option is unnecessary and has gone away.
talk has been modified appropriately.  "talk csrg" now gives you dmitri
at 9600 baud.  The VAX login procedure therefore is now:

	- tell dmitri you want the VAX
	- change speed to 300
	- hit return, you should see a login request
	- log in and do a stty 2400
	- change speed to 2400
	- proceed

Finally, cu has been fixed so it will recognize command lines after
control-D as well as return.
