ts11 driver

I have a rewritten ts-11 driver for 2.8bsd (and v7).  This driver
corrects a couple of problems in the ts-11 driver distributed with
2.8bsd (the old driver missed doing an iodone in a couple of error
situations and had problems with read retries).  The driver also
includes the `CGL_MTOP' ioctl stuff (not extensively tested, though.)

I'll mail a source to anyone interested.
