Tenex does indeed prohibit multiple writers of the same file (unless in
thawed mode -- same as Tops-20).  The problem with opening the source
file read/write is that unless you are a wheel (we're talking Tenex/Tops-20
specifically now), the operating system updates the file's write date
for you.  This may be undesirable when trying to maintain a history of
source changes with corresponding write dates of old versions of files.
