How to make a decision in a beauracracy
1) Anticipate what the boss wants.
2) If one cannot anticipate, wait for further directions.
3) If they are not forthcoming, follow recommendations.
4) If these fail to guide one, invoke intuitive judgement.
5) If this yields nothing, as often happens, call for precedent.
