cp optimized
A minor optimization to the cp program:  when copying ordinary files,
it now uses a big buffer (20 blocks rather than 1) when this seems
reasonable.  The effects of this are masked a bit by the write verifies
we need for disk reliability, but it helps a bit nonetheless and should
help quite a bit once we get rid of the verifies.
